DUN sitting convenes today, five bills to be tabled

KUCHING: Five bills, five motions and 335 oral and written questions are expected to be tabled and deliberated on during the second meeting of the third session of the 17th State Legislative Assembly sitting from today until Nov 27.
The five bills are Supplementary Supply (2013) Bill, 2013, Supply (2014) Bill, 2013, Housing Development (Control and L icensing) Bill, 2013, Housing Development Corporation (Amendment) Bill, 2013 and Local Authorities (Amendment) Bill, 2013.
All except Local Authorities (Amendment) Bill, 2013 will have the first reading today, said State Legislative Assembly Speaker Datuk Amar Mohd Asfia Awang Nassar at a news conference at PBB headquarters at Jalan Bako here yesterday.
He was speaking to journalists after state BN chairman Pehin Sri Abdul Taib Mahmud chaired the BN pre-council meeting, which stretch over four hours.
Asfia said Taib, who is also Finance Minister, would deliver his budget speech at 2.30pm today.
Second Finance Minister Dato Sri Wong Soon Koh is expected to present the first reading for Supplementary Supply (2013) Bill, 2013. As Minister of Local Government and Community Development, Wong will also do the first reading for Local Authorities (Amendment) Bill, 2013.
Housing Minister Datuk Amar Abang Johari Tun Openg is to deliver the first reading for both Housing Development (Control and Licensing) Bill, 2013 and Housing Development Corporation (Amendment) Bill, 2013.
Asfia said members of the august house would be debating the Housing Development (Control and Licensing) Bill, 2013 tomorrow.
Between Nov 20 and 22, an hour of question-and-answer session would take place for the morning session followed by debate on Supplementary Supply (2013) Bill, 2013, he added.
“For Nov 25, 26 and 27, ministerial replies are expected, and winding-up is on Wednesday.”
He said all five motions came from opposition members; namely Alan Ling (DAP-Piasau), Baru Bian (PKR-Ba Kelalan), See Chee How (PKR-Batu Lintang) and Yap Hoi Liong (DAP-Dudong). Baru put forward two motions.
Ling’s motion touches on the outsourcing of Miri City Council’s city parking system while Baru’s are pertaining to native customary rights (NCR) and report of Human Rights Commission of Malaysia (Suhakam).
See aims at moving a motion on parliamentary reform and Yap is to make a motion regarding the abolition of Lanang Bridge toll concession.
“Baru Bian has two original motions and two amended motions while See Chee How has one original motion and one amended motion,” said Asfia.
He explained amended motion meant the member had changed his mind and did an amendment to his motion.
To a question, he said: “It can be considered that Baru Bian has four motions, depending on how the sitting goes.”
He also pointed out the secretariat had rejected two questions, leaving the total number of questions at 335.
“There are all together 212 oral questions and 121 written questions.”
